About this Role: 
The Capitated Rates Development Division (CRDD) is responsible for developing and processing Medi-Cal managed care capitation rates for more than 10 million beneficiaries across California's 58 counties. Under supervision of the Unit Chief, the Staff Services Analyst performs the less varied and less complex technical analytical staff services assignments such as: program evaluation and planning; policy analysis and formulation; systems development; budgeting and planning; and consultation to management and higher-level staff. The incumbent conducts and reviews analytical studies and surveys, formulates policies and procedures, makes recommendations on a broad spectrum of administrative and program-related matters, and assesses and reports the impact of proposed legislation. The incumbent works with other professional staff to examine financial reports, analyze fiscal information and transactions, and review applicable financial and utilization data, and maintains ongoing records of contract, financial, fiscal, policy, and other documents.

FM Unit H:
This Unit conducts and reviews items such as analytical studies and surveys, policies, procedures, and program alternatives, and makes recommendations on a broad spectrum of administrative and program-related matters pertinent to the Medi-Cal managed care delivery system, the Children and Youth (BHI) and the California Advancing and Innovating Medi-Cal (CalAIM) 1915(b) and 1115 Waivers.  This unit seeks and receives guidance to assist in the examination financial reports, analyses of fiscal information and transactions, and review applicable financial and utilization data, expenditure and member month reporting, and maintains ongoing records of contract, financial, fiscal, policy, cost estimates, statutory, and regulatory requirements (including an understanding of those requirements as they relate to projects) and is also responsible for assisting in coordination with multiple internal and external entities to meet all requirements for projects while adhering to strict deadlines.

FM Unit H1:

This unit conducts and reviews items such as analytical studies and surveys, policies, procedures, and program alternatives related to the Targeted Rate Increase program (TRI) within the Medi-Cal managed care delivery system and overall Medi-Cal hospital financial policy, capitation rates, and other related program areas. This unit formulates quantitative analyses and written narratives, such as briefing papers, issue memos, and policy letters, on proposals and alternatives affecting the HQAF program and rate setting related to Medi-Cal hospital financial policy as well as coordinates with other staff internal and external to the Division to obtain and share pertinent information, discuss options and alternatives, and arrive at recommendations related to the ongoing implementation of the TRI program.

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week.
