Job Summary

This position exists to coordinate and direct the MPCA’s role in implementing solid waste management aspects of the Waste Management Act and the Metropolitan Landfill Abatement Act; to develop and or revise policies and the agency’s program, evaluation, and implementation issues in solid waste, and to lead the metro solid waste planning team. The position will work to prioritize waste prevention, recycling and composting and other strategies at the top of the waste management hierarchy.

Qualifications

Minimum Qualifications

Four years of advanced professional experience coordinating and developing large-scope, long-range plans for environmental, natural resources, other related governmental area (Advanced professional-level experience within the MPCA is equivalent to a Planner Sr. or higher-level) and have a strong understanding of environmental regulatory structures, and the functionality of government at the city, state, and federal levels in order to effectively function as a project coordinator.

OR

Bachelor’s degree in public health, public policy, public administration, environmental policy or an environmental science, environmental health, or related general science field and three years advanced environmental and planning experience as described above.

OR

A Master’s degree in public heath, public policy, public administration, environmental policy or an environmental science, environmental health, or related general science field and two years of advanced environmental and planning experience as described above.

WITH

Demonstrated expertise in planning, project management, coordination, communication, decision-making, and writing skills.

Highly effective communication skills, good writing skills, and excellent project planning and collaboration skills to lead engagement efforts and build internal and external networks.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Experience leading teams and providing mentorship and training to junior staff.

Demonstrated understanding of sustainable materials management, concepts, issues, approaches, and policies.

Demonstrated understanding of broad sustainability, environmental and land use issues.

Demonstrated understanding of waste prevention, reuse, recycling and organics management.

Demonstrated understanding of urban or community planning.

Experience reviewing, evaluating or conducting Life cycle assessments.

Experience preventing, rescuing, reusing and/or composting food and other organic materials.

Ability to understand and analyze related data and/or ability to set up systems to collect, manage and present data.

Ability to work with diverse communities.

Experience with legislative processes and/or developing policy proposals pertaining to waste management.

Proven ability to manage multiple high-level projects and coordinate teams from multiple internal and external sources.

Experience developing and conducting public input processes and incorporating community and stakeholder input along with scientific, social, and regulatory aspects into plans, policy and programs.

Experience administering grants.

Ability to:

  • Communicate complicated information to interested individuals and groups in plain language, and provide information to executive leadership, local community members, committees, legislators, and in other public forums.
  • Exercise sound judgment and discretion in developing, applying, and interpreting policy and procedure.
  • Work with several state agencies in the development of coordinating programs for long-range planning.
  • Establish and maintain effective working relations with public officials and planning groups.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
