Environmental Specialist (NEPA Practitioner)

In A Nutshell

R&M is looking for a team-oriented environmental specialist to support expansion of our Environmental Services Group, focusing on National Environmental Policy Act (NEPA) and permitting.  

As a member of the R&M team, the environmental specialist will be responsible for NEPA impact analysis and document preparation, regulatory permitting, environmental field surveys (invasive species, wetlands, eagle nests, etc.), storm water management, and other related office and field-based environmental services as needed. 

This is an on-site position with occasional field work for environmental data collection. Remote and/or field work for this position is typically short-term in duration. Field work may include general site visits, wetland verification, bird nest clearances, invasive species surveys, protected species observations, and storm water inspections.

The environmental specialist will be expected to actively participate and represent R&M in professional organizations and community activities.

The Environmental Specialist will report to the Group Manager of Environmental Services.

On Any Given Day

On a typical day, the environmental specialist will:

  • Work on several projects simultaneously, proactively collaborating with subject matter experts, design team members, and clients to characterize environmental conditions, identify regulatory requirements, and ensure compliance while advancing project objectives.
  • Prepare NEPA documents, primarily Categorical Exclusions (CE) and Environmental Assessments (EA), to support surface, marine and airport transportation projects, as well as infrastructure development projects (utilities, community development/planning, etc.).
  • Prepare permit applications and consult with regulatory agencies as necessary for design (e.g. geotechnical investigations) and construction of project elements.
  • Perform complex tasks which may require developing innovative solutions to environmental constraints.
  • Plan and organize project studies.
  • Assist with public involvement and outreach efforts.
  • Provide storm water management support, including inspections and SWPPP development, for projects or facilities that require permit coverage under ADEC’s Alaska Pollutant Discharge Elimination System (APDES).
  • Conduct and attend client and team meetings as necessary.
  • Write technical portions of proposals to assist in bringing in new work.

Minimum Qualifications

The successful applicant will have the following minimum qualifications:  

  • A solid understanding of the NEPA process, what constitutes a federal action, and how federal agencies implement environmental regulations to ensure compliance.  
  • Proven experience preparing NEPA documents, conducting formal/informal consultation with jurisdictional agencies, and impact assessment.  
  • Knowledge and application of permitting regulations is required. The applicant must be familiar with permitting processes through the U.S. Army Corps of Engineers, National Marine Fisheries Service, U.S. Fish and Wildlife Service, Alaska Department of Fish and Game, Alaska Department of Natural Resources, and the Alaska Department of Environmental Conservation, and others.
  • Experience with Endangered Species Act, Section 4(f), and Section 106 consultations.
  • This position requires a Bachelor of Science degree in environmental/natural science or related discipline with three to five years of experience practicing NEPA compliance.

All candidates should have good interpersonal abilities for working in a dynamic team environment, as well as strong written and verbal communication skills. Applicants must have a valid Alaska driver’s license.

Preferred qualifications for the environmental specialist include:

  • Subject matter expertise in air quality, wetland delineation and mitigation, noise, or cultural resources.
  • Ability to use GIS to create graphics for environmental deliverables.
  • Advanced degree in environmental science or related discipline.
